She says, "Today I advised the prime minister that I will be resigning from my Cabinet position as minister for foreign affairs".

Turnbull tweeted that she was "an inspiring role model for women here and around the world".

"I think that the Australian people are looking for answers and I hope that the political commentators will spell it out for them", she said.

Dutton had originally been given the inaugural role of minister for Home Affairs after former Prime Minister Malcolm Turnbull past year created the superministry that combined the Australian Security Intelligence Organisation (ASIO), Australian Federal Police (AFP), Border Force, Australian Criminal Intelligence Commission (ACIC), Austrac, and the office of transport security.

Ms Bishop secured just 11 votes in the first ballot.

Former prime minister Tony Abbott, who was beaten by Turnbull in a leadership ballot in 2015, did not win a place back in the cabinet.

"But out of respect for Malcolm she won't be commenting further until the former prime minister has made an announcement about his future".

In an interview with The New York Times, Dutton said the experience has been a "love through the internet" that he'll always remember.

The 62-year-old was Australia's first female foreign minister and the Liberals' first female deputy leader.

Danielle Blain, a key Bishop ally and fundraiser for the WA Liberals, said Ms Bishop would be remembered as one of the most significant ministers to come from this State.

It was part of Mr Morrison's olive branch attempt to appease those who took down Malcolm Turnbull last week, and begin mending the party's wounds.

Former deputy prime minister Barnaby Joyce, who resigned from cabinet in February, will become special envoy for drought assistance and recovery.

The new foreign minister's big challenge will be navigating a tricky relationship with China, Australia's top trading partner.
