Water -- not wind -- is the deadliest storm hazard

Despite the downgrade, Florence is expected to produce catastrophic flooding throughout the Carolinas. The eye of that hurricane merely grazed the coast.

Florence's forward movement during the day slowed to a near-standstill - sometimes it was going no faster than a human can walk - and that enabled it to pile on the rain.

At 15:00 GMT (11:00 am), Florence was over the Atlantic Ocean about 230 km (145 miles) east-southeast of Wilmington, North Carolina, and moving northwest at 17 kph (10 mph), the NHC said.

It was causing a life-threatening storm surge in parts of eastern North Carolina.

It is expected to move across parts of southeastern North Carolina and eastern SC on Friday and Saturday, then head north over the western Carolinas and central Appalachian Mountains early next week, the NHC said. "Florence will then recurve across the western Carolinas and the central Appalachian Mountains early next week". More than 60 people had to be rescued in another town as a cinderblock motel collapsed at the height of the storm's fury. Some roads were already impassable in the Outer Banks of North Carolina.

A storm surge of nine to 12 feet (2.7-3.6 meters) was expected along the North Carolina coast, Goldstein said, and some areas could receive as much as one metre (40 inches) of rain.

Holt, who has diabetes and clogged arteries, said she stayed for doctor's appointments that were canceled at the last minute.

"This storm will bring destruction to North Carolina". The rainfall will cause prolonged significant river flooding.

In Jacksonville, North Carolina, next to Camp Lejeune, firefighters and police fought wind and rain as they went door-to-door to pull dozens of people out of the Triangle Motor Inn after the structure began to crumble and the roof started to collapse.

"This is a very risky storm", said FEMA's Long, urging people still in evacuation zones to heed orders to flee to safer ground.

Chicago Bears: 3 surprises in loss to Green Bay Packers
But the careful intentions of defensive coordinator Vic Fangio were thrown out when Mack came out looking dominant. Now, he had to answer on behalf of his team after its gut-wrenching 24-23 loss to the Packers on Sunday night.

The state's officials say more than 400,000 people have evacuated the coast and more than 4000 people have taken refuge in shelters as the storm approaches.

On Monday, with the storm appearing to shift south, McMaster, the SC governor, ordered schools in Aiken County, near the Georgia line, to close for the rest of the week to free up shelter space for hurricane evacuees. President Donald Trump declared a state of emergency on the federal level Tuesday for the Carolinas and Virginia.

Wind often gets the headlines, but water is most responsible for deaths in a hurricane. Hurricane force winds extended 80 miles from the centre of the storm, while tropical storm force winds extended up to 195 miles.

A Hurricane Watch is in effect for. "I'm very nervous about that storm surge".

The size of a hurricane's storm surge does not factor into the category of a storm.

"The worst of the storm is not yet here but these are early warnings of the days to come", he said.

The East Coast isn't the only area facing the brunt of a storm.

This isn't the first storm the Mramers have waited out.

"If it was a Category Four and we were going to get a direct hit, yes, we wouldn't be here". By 10 a.m., the end of the Oceanana Pier had always been swaying, rocking back and forth a few feet each way, every time a powerful wave came crashing through it. Gusts of wind were powerful enough to make sitting in a parked vehicle feel like riding through turbulence in an airplane. "Whether you have a house or not, when the storm comes it will bring everyone together". Wilmington is expected to get battered before the storm drifts south. "A storm can come and wipe your house out overnight".
