Water -- not wind -- is the deadliest storm hazard

Despite the downgrade, Florence is expected to produce catastrophic flooding throughout the Carolinas. The eye of that hurricane merely grazed the coast.

Florence's forward movement during the day slowed to a near-standstill - sometimes it was going no faster than a human can walk - and that enabled it to pile on the rain.

At 15:00 GMT (11:00 am), Florence was over the Atlantic Ocean about 230 km (145 miles) east-southeast of Wilmington, North Carolina, and moving northwest at 17 kph (10 mph), the NHC said.

It was causing a life-threatening storm surge in parts of eastern North Carolina.

It is expected to move across parts of southeastern North Carolina and eastern SC on Friday and Saturday, then head north over the western Carolinas and central Appalachian Mountains early next week, the NHC said. "Florence will then recurve across the western Carolinas and the central Appalachian Mountains early next week". More than 60 people had to be rescued in another town as a cinderblock motel collapsed at the height of the storm's fury. Some roads were already impassable in the Outer Banks of North Carolina.

A storm surge of nine to 12 feet (2.7-3.6 meters) was expected along the North Carolina coast, Goldstein said, and some areas could receive as much as one metre (40 inches) of rain.

In Jacksonville, North Carolina, next to Camp Lejeune, firefighters and police fought wind and rain as they went door-to-door to pull dozens of people out of the Triangle Motor Inn after the structure began to crumble and the roof started to collapse.

"This is a very risky storm", said FEMA's Long, urging people still in evacuation zones to heed orders to flee to safer ground.

A Hurricane Watch is in effect for. "I'm very nervous about that storm surge".

The size of a hurricane's storm surge does not factor into the category of a storm.

"The worst of the storm is not yet here but these are early warnings of the days to come", he said.

The East Coast isn't the only area facing the brunt of a storm.

This isn't the first storm the Mramers have waited out.
